Summary
The main organization introduced inTite Kubo’sBURN THE WITCHbears many striking similarities to the Gotei 13 of Soul Society, and part of the reason for that lies in the fact that it is related to Soul Society on some level. Wing Bind, also known as the Natural Dragon Management Agency, is an organization based in Reverse London that is primarily tasked with the management and subjugation of Dark Dragons that rampage in the city.
With various departments responsible for different aspects related to the cause, Wing Bind shares a similar top-down hierarchical structure and specializations can be found in each of its internal groups.

West Branch
Wing Bind operatives are the only people in London who are authorized to make contact with Dragons of any kind. Their responsibilities vary from the protection, management and sometimes, the extermination of Dragons in Reverse London. When a Dark Dragon appears, Wind Bind agents called Witches or Wizards attend to the situation by sealing of the affected area with barrier tape and engaging the Dragon within the confines of the area. Wing Bind operatives are only inducted into the organization after being deemed worthy to do so when they pass a certain exam; which seems like a much easier process thanwhat the Shinigami have to go throughto be assigned to a squad. Each agent is assigned to one of eight divisions; however, in times of emergency a Wing Bind operative could find themselves working with other squads. Each division within Wing Bind has a different responsibility, and is represented by a Zodiac sign.
These eight divisions are ruled by the directors who form a collective decision-making entity known as the Top of Horns. These people also happen to be the highest-ranked officers in their respective divisions. The reason for all these comparisons to the parent story is because Wing Bind itself is the tie that bindsBLEACHandBURN THE WITCH, beyond Tite Kubo. As the West Branch of Soul Society, Wing Bind; and quite possibly by extension, Reverse London itself, aresomehow linked to Soul Society– which is the established default afterlife for the souls of the dead inBLEACHuniverse; with the various organs of the Seireitei governing it differently in a way that bears some functional similarities to Wing Bind.

Divisions
Wing Bind has designated each division a specific role; however, there is much less uniformity amongst these divisions, and due to having had little to no significance during the events ofBURN THE WITCHthus far, there’s not much known about most of them.
Pipers
Also known as “Conservationists”, this division of Wing Bind is concerned with matters surrounding the domestication and use of Dragons for the sake of harvesting resources, as well as the apprehension of illegal Dragons. Ninny Spangcole’s former bandmate Macy Baljure was harbouring a Dragon illegally, which was a matter to be handled by the Pipers; however, because of the mythical status of the individual Dragon in question, another division got involved. Both Ninny and Noel are Pipers who mostly report to the Chief, Billy Banx Jr., a senior officer witha reputation for laziness. Above him is the Director of the Pipers, Tronbone Takkinen. The Zodiac sign associated with the Pipers is Aries ♈︎. Their name comes from their occasional blowing on trumpets that are standard equipment in addition to their oddly-shaped guns called Witch Kits. The Pipers attire consists of a red checkered mantle adorned with the Aries glyph, worn in conjunction with their personal variations of the green school uniform that appears to be standard Pipers apparel.
Inks
Also known as the “Magic Circle Corps”, derived from the kanji that are pronounced “Inks”, this division is specifically tasked with the elimination of Dark Dragons. They dress in dark sweatpants and hoodies, and sometimes even masks in the case of their Director, Bruno Bangnyfe. When Balgo Ywain Parks was classified a Dragonclad, Bruno led the Inks to arrest him with the intent of executing him. The Inks are associated with Taurus ♉︎ and have the glyph on the back of their hoodies.
Patchworks
The “Development Corps” is only mentioned in passing after the elimination of Cinderella, but part of their job is the collection and preservation of Dragon corpses. Since their leader Saka Rynn was absent from the meeting of Directors that took place to decide the fate of Balgo Parks, we don’t know for sure what their Zodiac association is. However, looking at the pattern established by the other divisions, there aretwo signs of each elementexcept for one: water. Since Scorpio is taken by the Sabers, the only options that remain are either Cancer or Pisces, both of which could be cogently argued to be the missing sign. Cancer ♋︎ is likely for its direct association with the moon; the opposite of Leo, which is associated with the sun, and its inclusion is also strongly supported by the aforementioned pattern skipping each 3rd sign in order – Cancer is 4th.
Billionaires
The “Accounting Corps” oversees Wing Bind’s finances, is associated with Leo ♌︎ and led by Harry Shayk.
Gallows
The Gallows are responsible formeting out “divine punishment”– effectively making them the arbiters of punishment for criminals. Their leader is Wolfgang Slashhaut, and the Zodiac associated with them is Libra ♎︎.
Sabres
Led by Sullivan Squire, the Sabres are also known as the “Tactical Corps”, patrolling the streets of Reverse London to protect citizens. The Sabres are associated with Scorpio ♏︎.
Anthems
Led by Roy B. Dipper and associated with Capricorn ♑︎, this division is also known as the “Incantation Corps”.
Sacreds
Led by Cquntnire Milieve, this division is also known as the “Liturgy Corps” and is associated with Aquarius ♒︎.
