He has used some characters to represent these themes. So, it’s hardly surprising that the individuals who embody these ideas are purely evil, and they have no remorse whatsoever. Given the number of atrocities that they have committed, it wouldn’t be an exaggeration to call them the most evil characters inOne Piece.
7Hody Jones
Killed Members Of His Own Race
Hody Jones is the main villain of the Fish-Man Island arc. He was a racist individual who despised humans. Hody Jones strongly believedthat Fish-Men and humanscouldn’t coexist.
Due to his beliefs, Hody Jones went to great lengths to ensure that no human or Fish-Man tried to erase the hatred between the two races. Hody Jones killed many people, and he put his own life at risk for the sake of his goal. He used performance-enhancing drugs that affected his overall health so that he was strong enough to protect his ambition.
6Enel
Committed A Genocide In His Homeland
Enel is one of the most memorable characters inOne Piece. He was the primary antagonist of the Skypiea arc. Enel possessed theGoro Goro no Mi, a Logia-type Devil Fruitthat allowed him to control lightning. He combined his Devil Fruit with his Observation Haki to keep an eye on everyone on the island. Whenever a person tried to stand up to him, Enel would instantly destroy them.
Enel came to Skypiea after committing a mass genocide in his homeland. He presumably murdered many innocent people just to fulfill his own idealistic dream. There is no doubt that he is one of the most evil characters inOne Piece.
5Orochi
Made An Entire Country Suffer For His Pleasure
Orochi was a despicable character introducedin the Wano Country arc. When he was a young boy, he made a plan to overthrow the Kozuki Clan. He got much-needed help from Kaido, and together the two completely removed the Kozuki from power.
After Orochi was named Shogun, he almost turned the entire Wano into a wasteland. He tortured numerous people because of the hatred that he held toward them. The only safe place in Wano was the Flower Capital, mainly because he lived there. His actions made innocent people like O-Tama live with no clean water or food.
4Doflamingo
Forcibly Took Over A Country
Doflamingo became the king of Dressrosa after unceremoniously removing Riku from the position. He was a cunning man who made it seem that Riku had gone berserk and was attacking the civilians. To ensure that no one else challenged his authority, Doflamingo used Sugar’s power to turn any volatile elements into toys.
Doflamingo made life miserable for the Tontatta tribe, who were forced to do his bidding. In the past, he killed his father and brother because they did not agree with his way of thinking. Doflamingo was also responsible for the deaths of many other people.
3The Five Elders
Responsible For Several Massacres
The Five Elders are second to Imu in terms of authority. Each member of the Five Elders is assigned a particular field, and everything goes through them. The Five Elders may seem like harmless old men, but they are extremely vile.
They possess unimaginable powers with which they can destroy their opponents within seconds.The Five Elders also haveno qualms about murdering hundreds of innocent people if it means protecting the integrity of the World Government. So far, they have been involved in several Buster Calls that have resulted in a great deal of destruction.
2Sakazuki
Destroyed A Ship Full Of Innocent People
Sakazuki is the current Fleet Admiral of the Marines. He earned his promotion by defeating Kuzan in an intense battle that lasted for several days. Sakazuki possesses the Magu Magu no Mi, a Logia-type Devil Fruit that allows him to control magma at will.
Sakazuki is an ardent believer in Absolute Justice, and he is unwilling to make a compromise if there is a criminal involved. During the Ohara massacre, he destroyed the ship that was carrying the people who had been evacuated, his reason being that he didn’t want to take any risk if a scholar had managed to sneak on board.
1Imu
Involved In The Eradication Of Multiple Nations
Imu occupies the Empty Throne in Marijoa, making them the ruler of the world. They have only appeared a handful of times in the story, which is why there is only limited information available about them. Imu is a descendant of the Nerona Family, which was one of the founding membersof the World Government.
Imu also seems to have undergone the immortality operation that can be performed by the user of the Ope Ope no Mi. So, it is highly likely that they have been alive for centuries. As the highest authority within the World Government, Imu has possibly been responsible for some of the most brutal genocides in the history ofOne Piece. They casually ordered the destruction of Lulusia Kingdom because they wanted to test the power of the Mother’s Flame. Imu didn’t care how many people died because of their whimsical demand, so presumably they have done something similar in the past.
