The most important factor to consider when obtaining new gear is your stat priority. In general, you should follow a rule like this:

Important Notes For BiS Lists
It is important to note that any jump in ilvl by more than 10 points almost always results in the higher ilvl item being better. If you have an upgrade of 5 ilvl or less, compare the stats based on the stat priorities to decide the better item.

Best Head
The Mythic+ helm is the only option with your best stats. Despite its stat allotment, tier is tier. You’ll most likely skip this one and pick up your 4-piece elsewhere.

Best Neck
Theorycrafting and data show that the Elemental Lariat is almost always your best neck piece. We recommend getting this crafted ASAP. Anything else is honestly not worth mentioning. Use a missive to ensure your desired stats.
Best Back
No cloak has “perfect stats,” but there is an abundance of valid options beyond what we list here.
Best Chest
Tier chest has your best two stats. We recommend grabbing this and not looking back.
Best Wrist
Both raid and Mythic+ have bracers with Crit/Vers. Take your pick.
Best Hands
Tier may get a slight nod due to being tier. As always, sim to make sure.
Best Waist
There’s a lot of Mastery on Mythic+ belts, so these are your two best options.
Best Legs
As good as the Mythic+ legs are, they may just be a stop-gap for tier.

Your raid feet are pretty rough. We recommend farming Azure Vault if possible.

Diurna’s Chosen has amazing stats for Arms Warriors. The other rings, however, not so much. Sim what you’re picking up to ensure you have the best items.
